Not unless your user administration is tied to your windows user directory provider.

The only way to get admin permissions in Jira server is to get your account added to the groups that are named to have it.  There's usually only one group named, but there might be several.  It's likely to be jira-administrators and system-administrators, but your admins may have selected different groups

An existing admin can add you to the group, or, if you are using external directories (LDAP, Crowd, etc) the administrators of those can add you into the groups.
