You cannot assign an issue/ticket to multiple people in Jira - there can only be one person who is the assignee of the issue.
JIRA is designed in such a way that issues must be assigned to a single individual to prevent tasks from being overlooked.
Ideally, you should not be assigning a task to multiple individuals since this may result in things like lack of clear responsibility defined among the assignee(s).
If you absolutely must (which isn’t advisable for a number of reasons) there are workarounds to this. For example, custom multi user select picker field and use it to populate with multiple people or even a group for the issue. Although, if more than one person needs to work on an issue it can be divided into subtasks and then assigned to each one respectively. That way if they look for tasks assigned to them, they would be able to do so easily.

It is not possible to assign multiple people to the same ticket using the assign field. The design is place accountability and ownership over the ticket. However, you can use create another field that is multi user picker field to input additional names on the ticket.
