I'm little bit confused here, may I know further regarding the managing users, importing data, and editing system email settings since in Jira Permissions mentioned that Create and administer projects, issue types, fields, workflows, and schemes for all projects. Users with this permission can perform most administration tasks, except: managing users, importing data, and editing system email settings.
So, if Administrator Jira can't managing users, importing data, and editing system email settings, so what the permission can manage users, import data and edit system email setting?
Can anyone help to explain?

Permissions work differently in Atlassian cloud compared to data center/server. In Atlassian cloud, there re different admin roles.
Product admins – They administer settings inside the product depending on group memberships (e.g. Jira and Confluence settings). Not all product admins need product access (e.g. Product admins for Jira don’t need product access to Jira Software or Jira Service Management).

User access admins - They administer users and groups from admin.atlassian.com for a specific product in your organization. This role doesn’t grant access to the product.
Organization admins – They administer users and groups for the organization’s products, and have access to the organization’s settings which can be found at admin.atlassian.com.

Please note: Product admin can also be Site admin/Organization admin. It all depends on the groups which user is added in.
