cannot re-index after Jira Core upgrade from 7.13 to 8.5

Hi @Tony ,

I can see two similar questions in the community with the same message,

• Some instances have custom announcement banner with javascript that was incompatible with the new JIRA version (see comment by another person that had javascript on announcement banner)
• It is possible that an app can cause this too (see comment that mention similar issue worked in safe mode)

This worked -- just run from command-line and then re-indexing works!
