That message appears to indicate there is a required field in your Bug issue that you have not filled in.

There are multiple ways a field may be set to Required.

It could be set to Required via the Field Configuration associated with the project.

It could be required during a specific workflow transition (in this case the Create transition) by having a Validator in that workflow transition.

A third party app could be making the field required.

I recommend you start by checking the Field Configuration and the Create transition for a Validator in the associated Workflow.
