The Jira markup renderer will not render file:// protocol links as actual HTML links for security reasons. Since web browsers disable them too for the same security reasons that is normally not a problem that users would encounter. There are no plans to change this behaviour at the moment. As a note, Trello doesn't use all the same software services as Jira, hence why the behaviour differs.
We also do not recommend using extensions that disable web browser security features.
The listed work arounds in the knowledge base article @Ron Levy listed are all valid options that you can investigate and choose what fits best for your company's use case.
