A user is not getting any notification of his / her change but able to get if someone else is making change ? What could be issue ?

you can change this behaviour in your profile, in the Preferences section, field My Changes - change to Notify me.
Usually you don’t want these notifications, because you’ve made the change and you know about it.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
