User create error with CSV import in cloud (External System Import)

I'm trying to import some issues from another JIRA Cloud instance. I have exported a CSV and cleaned it up (statuses, resolutions, issue types, etc) so it can be imported in the new instance.

Everything is imported correctly but I get the following error:

Import completed with 2 errors:

Cannot create user xxxxxx: Failed to add user
Cannot create user xxxxxx: Failed to add user

xxxxx are usernames, first letter of the name followed by full lastname all lower case. The users that already exist in the cloud instance are linked correctly. These users are old inactive users for which I would like to retain history.

What am I doing wrong?

Thank you for reaching out.

It is not possible today to import inactive users in Jira Cloud application through CSV. Explaining better, you have the option to create an inactive user directly from the CSV, however, the bug below will cause the users to always being imported as active or return the error you mentioned if you are not allowed to create users:

CSV importing users as active even when selecting to import them as inactive 

Feel free to vote and watch the bug to increase its priority and also receive notifications about any updates.

That being said, the best workaround I can suggest to keep those users for history would be by creating dummy users with the same name and adding them as active, properly deactivating them once the issues are imported.

Hi @Petter Gonçalves ,

Thanks for your response. The workaround I have tried but I don't have the option to create new users, I can only invite new users.

I have also tried to import the users using their Atlassian id, but that also didn't work to get them created as active users.

@Petter Gonçalves  This issue https://jira.atlassian.com/browse/JRACLOUD-68219  seems to be closed, does that mean this feature is not supported yet by Jira ?
