I need to provide one external user with access to one board.
Here is what is happening.
Scenario 1.
If the user is added to the client stakeholders group then the user can view all company-managed projects in our jira (client stakeholders is listed in the permissions browse category)
Scenario 2.
If the user is added to the client stakeholders group and to the project under the role of client stakeholder, then the user can view all company-managed projects in our Jira instance except for the project under which the role has been assigned.
Any help on limiting the user to one project (view & comment access only) would be greatly appreciated.

The user needs to be added to a user group that grants them Product Access but is not used in any project to grant permissions.
Then you will need to grant the user permissions in the one project. They will need the Browse Projects and Add Comments permission in the Permission Scheme assigned to that project.
If that permission scheme is used by more than one project then you need to grant those permissions to a Project Role to which the user can be added. That will ensure the user has to be explicitly added to a Role in the specified project in order to see that project
To prevent them from seeing other projects you need to ensure that they are not added to a user group that has been granted the Browse Projects permission in multiple projects, and that you don't have the Browse Projects permission allocated to "Any logged in user", Public, or Product Access in any of the permission schemes that are applied to other projects.
If you have Team Managed projects on the instance then you also have to ensure that the Access setting for those project is Private. The user will be able to see any such projects where the Access setting is either Public or Limited.
