I want to have the comments sorted by oldest (because it's the only logical sorting), but it keeps reverting to being sorted by newest, and I have to manually toggle it over and over again.
Is there a setting that changes this default (weird) sorting?
I did a Firefox extension that fixes the order back to "oldest first":

Yes you can change the default set of comment sorting following the steps: Gear button (Right hand side) > System > General settings > jira.issue.actions.order to asc.
However keep in mind that it will apply also to other actions like changing history, transitions ...etc. plus it will be the default behaviour for all projects/users.
As a best practice, We would encourage you to test this change on a test environment (if possible) before applying directly in production.

This settings is only for Jira Administrators (gear icon). Since Jira Data Center 9.13 already remembers the user preference.
