The error mentioned sounds like a temporary error, but is if becomes frequent, would suggest raising a ticket here https://support.atlassian.com/contact/#/.

Have you tried accessing Jira using a different browser? Or in In-cognito mode, perhaps you can try that once to see if those options work.
