Hi @chetan Welcome to the Atlassian community.

This looks like after the JIra updated to new version all plugins were not started in time, as when we upgrade the Jira there are new versions plugin jar files are got installed in JIra homes plugins/installed-plugins folders.

You can try clear plugin cache as sometime plugins not getting started due to old plugin cache, please follow the below document to clear the plugin cache.

Also, if that does not help try increasing the plugin start wait time in setenv.sh file in Jira install directory

Datlassian.plugins.enable.wait=300
