Report for all tickets where a given user was asked a question

Hi there - As a project manager I would like to ensure that people are getting back to each. In particular, I want to see which director/manager has not yet responded to questions from staff - so I can bug them about it. What is a best way to build a filter where I can see only those tickets where:

- Individual X was asked a question in a comment using the @mention method

- Last update date is within last 3 weeks

- Status is either to do, in progress or awaiting feedback
