If I have a 100 user standard JIRA license and I pay say US$815 per month (US$8.15 X 100)
and price of a 3rd party addon is priced at US$1 per user
Should I blanket pay US$915 (US$815 + 100 X $1) per month
or
Should I pay only based on the number of users of the 3rd party addon. for eg if only 10 users amongst the 100 are using the 3rd party addon should I pay only US$815 + US$10 (10 X 1) = US$825 per month
How does the usual 3rd party addon/plugin pricing work?

Apps/Plugins/add-ons for Jira are licensed based on the highest user tier across all products you have in your Jira instance.
For Example:
If you have JSM: 50 users and JSW 100 users, all apps that you license will be licensed against the 100 user tier.
You can of course still provide access to the app depending on the app permission options but the license will be against the highest tier of users in your instance.
The good thing is that if you have 150 unique users spread across both products they would all be able to use the app but on the other hand if you have only 10 users who need it you pay for all (100) of them since they "could have access"
So in some cases you win on your licensing costs but chances are higher you will be paying for users that won't be using the app.
