Plugin disabled after Jira upgrade from 8.22.x to 9.4.x

After the upgrade of Jira server from 8.22.x to 9.4.x these plugins were disabled and cannot be enabled:

Are this plugin incompatible with 9.4.x? I have not found any information about Atlassian plugin compatibility in the release notes.

I have just verified that the plugins were already disabled before the upgrade.
