As per the mentioned queries, Please find the below steps to develop the plugin:

For Server Plugin :- Atlassian SDK required only for server plugin (Java and spring framework)

For Cloud Three ways to develop plugin:-

• Atlassian Spring Boot : https://bitbucket.org/atlassian/atlassian-connect-spring-boot/src/master/ (java,spring boot framework)
• Atlassian Connect Express : https://bitbucket.org/atlassian/atlassian-connect-express/src/master/ (Node js)
•  Forge : https://developer.atlassian.com/cloud/jira/platform/forge/(React js)
