OAuth integration with an external service

I'm trying to set up an OAuth integration with an external service to pull in JIRA data on behalf of other people, and the docs I've found don't seem to correlate to the current state of the application.

Step 1 is "Go to Administration > Applications > Application links."

Applications doesn't exist under Administration.

I'm wondering if you have to write an app now and give that app OAuth permissions to get data out of JIRA?

So, the answer is yes, you have to make an app over in https://developer.atlassian.com/console/myapps/

The app type needs to be OAuth 2.0 Integration.

Until you add a callback URL in the authorization tab you will not be given a client id or client secret (in the settings tab), which threw me off and got me looking at the wrong docs.
