Need help in creating monitor alerts for Database connection Pool Utilization in JIRA Software

We had CPU usage is increased during Bulk Import and some Test execution in JIRA Software. If the CPU utilization and Database connection pool increased then Jira software went down or not responding and we have deadlock.
We have already used JAVA melody plugin to monitor the database connection pool limit. But we don't have option to send alert email when its reached limit.
We are expect/want an script to setup monitor alerts for every minutes for monitoring the database connection pool limit in Jira software. We need any script suggestions to monitor the CPU utilization and DB connection pool , or any other plugin suggestions which could be helpful for our requirement.
