A few notes on this...
You need to be a billing contact to access the invoices on at least MAC
If your licensing is managed by a Partner, your invoices are likely not visible - this is because the Partner manages the direct invoice with Atlassian on your behalf. However, that Partner should be able to supply you with an invoice!
