I created an intake form to simplify ticket creation process for users outside of our group. When the user clicks Create after filling out the form, a ticket is created but then the Create new issue popup is automatically triggered again on top of the newly created ticket.
Is there a way to control this behavior?

Please can you clarify how you created a form? Are you using an Issue Collector for this? Or are you using an automation or an integration to bring the ticket content into Jira?
