When someone in Finance using Jira Work Management creates an Issue, requesting input from an Engineer who has a Jira Software licence only, does the Engineer also need to have a Jira Work Management licence to be able to input in the JWM Issue ?

I believe the answer is no. If an Engineer has a Jira Software licence, Jira Workmanagent licence is included in it and he should be able to contribute without any problem.
That is changing - JWM is going to be licenced as a separate application like JSM and JSW.
I can't remember if it is a Cloud only change (DC unaffected), or when it is planned for. The last time I read about it, it will only apply to new licences (if you're already on JSM or JSW, JWM will remain included)
