Jira Import CSV: How to import Issue Link between existing Story & "tested by" Test using IDs?

I want to import the "tested by" Issue Link relationship between a Story and a Test by using the Story's ID and the Test's ID.  Is it possible to do this import with IDs alone?

NOTE: I do not want to use the Story's Summary to identify the story because there may be multiple stories with the same Summary.

FYI, our Jira configuration includes the Xray plugin.
