Are you looking for Jira Core in Cloud? Or Jira Service Management?

These are different Project types you can choose during Project creation.

When creating a Project (Projects > Create Project), under Products you'll find different sections, offering different templates, for...

• Jira Software
• Jira Work Management - the newer version of Jira Core
• Jira Service Management

Note that you might also need different product licensing depending on your need...

• Jira Software - includes Jira Work Management
• Jira Work Management
• Jira Service Management
