Jira Cloud - Data Residency Laws

Looking for some advice.

I've been informed that each instance of Jira must adhere to Data Residency laws, as in American employees and Europe employees should have separate instances even though they are working on the same Global items

Is that true?  I've never known or heard before that data residency laws impact the way in which we configure Jira.
