We would like to be able to vote/unvote on resolved issues as well.
Is there a way to make this possible?
Voting on resolved issues is not possible, as the resolved issue means it is done in some way.

As someone who lives in a failed democracy, there could be a lot to talk about, but it's not relevant to this question.
The point of resolving an issue is that it needs no more attention. It's done, ended, irrelevant.
Voting for something that, as @Pramodh M says, "it is done in some way" is pointless, and Jira doesn't do it.

The section "we wanted the workflow to proceed as follows" is exactly what Jira's voting system is intended for. A vote on an open issue means "I, as the voter, want this fixed more urgently than other stuff", and there is no point voting on issues that have been resolved.
The section "Instead of the flow" is not what an issue tracker is for. The votes there are about usefulness of the information given. That is better done in documentation or Q&A software (like this community!). If you want to use Atlassian software, Confluence is the right place to do that, but you will need to add apps to it - voting, rating, or, for a more Q&A feel, add Questions for Confluence to it.
