It is possible to vote on resolved issues?

Our team is using the voting feature as a way to vote for 'this content is helpful.'

We would like to be able to vote/unvote on resolved issues as well.

Is there a way to make this possible?

Voting on resolved issues is not possible, as the resolved issue means it is done in some way.

As someone who lives in a failed democracy, there could be a lot to talk about, but it's not relevant to this question.

The point of resolving an issue is that it needs no more attention.  It's done, ended, irrelevant.

Voting for something that, as @Pramodh M says, "it is done in some way" is pointless, and Jira doesn't do it.

Why do you think you want to vote for issues you have decided not to do?

It seems that the problem stems from our organization's attempt to use Jira Software not for issue management purposes but rather as a knowledge management system.

I wholeheartedly agree with your view that, from an issue perspective, resolved issues no longer require attention and are no longer important.

However, since our organization is using it for knowledge management purposes,

we wanted the workflow to proceed as follows:

  1. Issue creation
  2. Transition to 'In Progress' status for ongoing resolution
  3. Voting on the necessity/importance of issue resolution to alert the organization
  4. Transition to 'Resolved' status after issue resolution (resolved)

Instead of the flow:

  1. Question creation
  2. Transition to 'Answer Collection in Progress' status for gathering answers to the question
  3. Reviewing the original question and answers provided, voting on their usefulness
  4. Transition to 'Answer Collection Completed' status after gathering answers (resolved)
  5. Subsequent voting by other individuals who review the question and answer content to confirm their usefulness

No worries, we all understand that things can get lost in translation!

The section "we wanted the workflow to proceed as follows" is exactly what Jira's voting system is intended for.  A vote on an open issue means "I, as the voter, want this fixed more urgently than other stuff", and there is no point voting on issues that have been resolved.

The section "Instead of the flow" is not what an issue tracker is for.  The votes there are about usefulness of the information given.  That is better done in documentation or Q&A software (like this community!).  If you want to use Atlassian software, Confluence is the right place to do that, but you will need to add apps to it - voting, rating, or, for a more Q&A feel, add Questions for Confluence to it.
