Due to given regulations we had to turn off the attachment handling in our Jira Cloud instance.
Unfortunately inserting screenshots in the description or comment field of an issue should still be possible.
Even if it is a little contrary, users shall not be able to attach files to an issue, but they shall have the option to insert screenshots into the description and comment fields.
Is there a way to manage this described behavior?

Since your permissions dont allow Attachments, adding screenshots/images won't be possible, since they are essentially attachments too.
What you can do here is use a secondary storage location where the attachments can be placed and reference that link in the tickets. If you have a confluence Subscription, you can look towards using Confluence too (please note the Storage limitation if you're on a Standard plan)
