I am attempting to accomplish something that's very similar to Labels and am hoping that there is a custom field available to do so.
I work in a large company with many JWM users and I would like to be able to create something to Label/Tag/Identify types of work within the project, BUT I only want users from a specific project to be able to do so. Additionally, I'd like to avoid the ability for users to create multiple of the same Label.
In the perfect scenario: User creates an issue, goes to add a Label/Tag/Identifier for this specific type of work, begin typing and if the Label has been created previously then it will show up as an option for them to select, if not - they can add their own at that point.
The goal here is to give users the ability to Label the specific type of work for every issue created, avoid creating duplicate Label types(ex. Solutions, solutions, SOLUTIONS), and being able to see all previous types of Labels created to avoid creating a brand new one/very similar one.

Labels already de-duplicate themselves (try adding DOG and dog as a label), and the field offers existing label options. So I'm a bit unsure as to why you're asking for a label field that does what the label field already does. Could you explain a bit more? What is the built in label field not doing that you need?
The de-duplicating might be something that is not configured correctly for me. Here is a screenshot of me being allowed to add the same label like your example:
It looks like the de-duplication is for Labels that are spelled exactly the same and either upper or lower case. Does that sound right?
The main functionality that I am looking for is being able to restrict the list of Labels to just those that have been previously used in/created within a specific project. As it's currently configured - the list of Label is for all Projects within my organization(several thousand users) and I would like it to be limited to just my team of 7/8 individual users.
