Is it possible to enhance functionality of Issues-time-consuming dialog box by using jira administra

Hello!

I ask to advise, can the functionality of this Issues-time-consuming dialog box be enhanced by using the JIRA administration tools? We plan to add in this dialog box an item with the name "Activity" and a drop-down list with the values "execute," study, "administration," etc. This dialog box is part of the JIRA, not any plugin. Or do we need to create our own plugin to get the functionality we need?
Some dialog boxes allow custom configuration but this one - I don't know.
