I have a running list of tasks with one employee. I'd like to keep all of those "issues" in his dedicated "Project" but have each issue automatically duplicate into their respective "Projects" using labels. This is something I could do on Asana.

You should be able to do that with Automation For Jira. Here is some basic information to get you started:

You can do this via global rules to apply to all projects also. You'll need to be a Jira Admin/Site Admin, go to Jira Settings > System > Automation Rules (left-hand menu).
