In Jira project raise a request tab not not available in one user

One of the team members has Jira access, and he added one of the projects as a service desk team role, but he is missing some tabs while opening the project. mainly raise request tab not available. I need help for this.

@adas1 Does he have a license to use Jira Service Management?  If he does not have this then he will not see the service management features even if you added him to the project.
