Just looking for a way to create a test user that I can test out permission changes to without disrupting my users with the cloud version of JIRA. Suggestions?
Well creating a test user is easy but you first need to create a test email. If you are using say MS Exchange the your IT group would do this. You could also simply create a Gmail account and use that. Then you simply add that user email to a project or directly via Jira settings > User management > Users.
I believe it takes more than that. It appears there are three steps:
When you perform step 2 above, Jira sends an invitation email to that email address. Normally a human user gets that email, clicks on the "Join" button, and goes through the rest of the process.
With a test user, someone has to click that "Join" button and complete the process. If you have lots of test users, rinse and repeat.
The "Join" button in the invitation email sends the user to:
https://id.atlassian.com/signup/invite/p/jira
and there the user is asked to create a password for their new Atlassian Account (which uses the email as the username). It's a quick and easy process, and sometimes people don't even realize they're creating an account at atlassian.com in step 3.
Thus, every Jira user (test user or not) actually ends up with:
One trick that can help is using just one GMail address for all your test users. By using the "plus sign suffix" trick in GMail, you end up with just a single GMail account to manage in step 1 above, but as many emails (users) as you want.
As a specific example: after creating FunCorpTestUser@gmail.com you can just start inviting other users (step 2 above) with names like:

Yes. Have your IT group create a test account that you can log into. Add that email as a test user in Jira. Log into the Outlook account except the invite can you should be good to go.
