How to show empty fields from each tab on View screen categorised by each tab

Hi, hope everyone is doing fine.

I have a project with an issue type that contains multiple tabs.

As per my reading here, fields that has value will show in Details section. How can we show the fields that has no value yet?

I read here, the empty values will show under the section More fields, how can we enable that? (sorry this is for cloud)

Your help is much appreciated. Thank you!

update: Apologies not being explicit. We have script runner on our jira server. The ideal workflow would be, when ticket is created, on the View Issue screen, the empty fields would be listed on the Notification section on top of Details section (as per screenshot attached)

Jira On-premise (server / DC) designed like as 

the empty value fields will not shown on the view screen, to feel for better UX.
And the second article you posted is referred to Atlassian Jira cloud. It is not for Server versions.

It's not possible to show the empty value fields on "View Screens"
