Hi there! I'm configuring JIRA work management for company and I'm testing whether to segment chunks of work (projects) into projects or into epics where projects would then be every department. One of the requirements is for our executive team to report on all teams, projects, and epics.
Is it possible to report across projects, teams, and epics in JIRA Work Management?

You'll likely know by now that Jira is an incredibly flexible tool, and there's many, many ways of setting it up and using it. What's right or wrong really depends on your preferences and your organisational setup. I, personally, always found it easiest to have one project per team - but I'm sure there's other ways of doing it, too.
For creating cross-project views in JWM, there's actually a number of options. First, if get Jira Work Management Premium, there's now a concept of overviews that does exactly that - provide an overview across a number of JWM projects.
Second, always keep in mind that issues in JWM are also "just" issues, which means that you can query issues from multiple projects using JQL - e.g., using a query like "project in (A, B, C)" or similar - and view these issues in one list, feed them into some kind of dashboard gadget, etc. etc.
Lastly, if you are open to solutions from the Atlassian Marketplace, there are also many great apps that can help with this. E.g., my team and I work on an app that provides a view that has quite a few things in common with JWM's list view, but works across projects, and also comes with a lot of advanced features that help with cross-project, cross-team issue management. I'll provide more info below.

Just to expand on my last point, this is how JXL for Jira looks in action:
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a number of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
Using these features, you can easily build a view like the one above, where you organise your issues by project (and then for example by epic), get an overview of where your projects stand in terms of completion, etc.

You can build custom Jira dashboards with cross-teams or cross-projects charts by using our Great Gadgets app.
For example, to create a cross-projects burndown chart, all you have to do is to create a Jira filter that returns the issues from the projects that you want to track and configure the Release Burndown Burndown Chart gadget to use it.
Similarly, you can track, for example, the team velocity at the global (cross-projects) level by using the Kanban Velocity / Throughput gadget.

You can create cross-project report in Jira, including business projects, using Dashboard gadgets.
- The first step is creating a new Saved Filter of all the projects you want to track.
- Then, create respective reporting gadgets on your dashboard for that Saved Filter:
