How to migrate users from Zoho application to jira cloud

How to migrate users from Zoho application to jira cloud .
microsoft login is used for zoho login .

what could be the approch , please suggest.

I haven't used Zoho yet, but I would use the below method:

* Export the List of active users in Zoho
* (Optional) In the Jira  Cloud env, you can either setup the SSO or allow users to set their own creds
