You can use Atlassian Fisheye for this, but it is discontinued and relatively pricey for what it does.

Welcome to the Atlassian Community.

There is only one app that I found on Marketplace that allows you to integrate SVN and Jira Software Cloud, Svn Gateway - Subversion links in Jira.
