How to get the users list by automation

Hi I want to write an automation which lets me know how many users in my JIRA who has access but has 0 tickets assigned to them and trigger an email to specific users with this report saying out of 103 users in JIRA software 10 users with the user details have no tickets assigned to them.

I don't think jira automation will do it for you.  You can script it with third party plugins such as scriptrunner or powerscripts.

What I would do instead is create a dashboard where you can see the issue counts vs assignees. I use a third party plugin eazybi which easily helps me filter who has no issues.
