How to enabled permissions for a new Jira field

Hi all

I added the Scm Changesets Activity for Jira (Cloud)

plugin from the marketplace to our Jira Cloud which allows us to connect to our GitHub to view code changelists within a Jira ticket.   As you can see below.  

My problem is only Admins can see the data under this new tab labeled Scm Activity.  Where do i go to enable the default Jira-users can see this new data?
