How to create issues automatically with a specific issuetype in all Projects?

The conditions are:-

1. Create issues automatically in all Projects

2. It should not be editable by anyone

Can anyone give me a solution for this?

Are you asking to create an Issue and then that same issue is created in all projects automatically?

I think you will need to look into Project Automation. There is a paid version and a Free version.

You could also do this with Script runner but it is a paid plugin. Will involve some groovy scripting.
