For this requirement some kind of interaction with REST API might be needed.

Do you have any experiences to update the license? When I tried to run below, it doesn't happen anything.

curl -L -u ${user}:${pwd} -X POST \
-d '{"licenseKey": "<LICENSEKEY>"}' \
-H "Content-Type: application/vnd.atl.plugin+json" \
http://<JiraURL>/jira/rest/plugins/applications/1.0/installed/jira-software/license

I am afraid, we are currently not using it. Your call basically looks OK.
Maybe a different user here around has some hints.

Apart from that (just guesswork) maybe there is something visible from log file?
