Hello!
I am trying to set billing permissions of our Atlassian account for one of my users, but so far had no other choice than to make him Org Admin. That's the only admin group that seems to have acess to billing.
There are no billing admin groups in user groups.
There is no left navigation on my billing page.
I can't find it anywhere! Am I just being blind?
Please advise.
The new Billing Interface can be accessed from admin.atlassian.com/billing. This interface allows users to manage subscriptions, review quotes, add payment methods, manage addresses, manage billing admins, pay invoices and review payment history.
So if an user is a Billing admin, they need to access admin.atlassian.com/billing in order to view all billing details. Billing section won't be available through the Admin hub for users who are only Billing admins.
If an user has both the Billing admin and Org admin permission, then only they will be able to view all billing details through the Admin hub.

Atlassian has two different types of user management right now - the original method and a newer centralized user management method that is being rolled out.

I don't have a site with the new centralized user management experience yet, but was discussing this last week with a colleague that does. As I recall, my colleague had to actually select Manage next to one of the products on the billing page in order to get a panel on the left that showed the Billing Admins option.

We have that newer centralized version here.
I dont have that left panel anywhere. Funny thing is, my colegue sees it, if granted org admissions.

As I was saying - my collegue was seeing that left panel. So I added myself as a billing admin through her account and now I can see the panel too. It seems that solved my problem.
I'm a bit confused as to why the "Org Admin" permissions wasn't enough, though...
EDIT:
After few another tests, I found out that to view our billing, one must be BOTH org admin and billing admin. Or so it seems for now...
If I get any new info on this, I'll let you know.

Go to https://my.atlassian.com/products and add the user under billing contacts. Check if that helps.

I can not see any of our licences there, although I am an Org Admin.
Perhaps I need to be a technical/billing contact first?

If you know who is making the payments, then should have the license details in https://my.atlassian.com/products and they can add required users.

As I reported above, I finally managed to get me as a billing admin. I am also a Org Admin, but I still don't see any of our licences in my.atlassian.com
Now I can see all of them in admin.atlassian.com though. Which is still a step forward :P
I'll keep trying and let you know if I get lucky. If I won't I'll raise a ticket.

I'm here to report update on my situation:
I managed to find a person who was our original technical and billing contact. As he added me as contacts on https://my.atlassian.com/products I am now able to see our license for Bitbucket. Main license for "Atlassian Cloud" is still not visible to me, as there is no possibility to add contacts. Even for our CEO - the original contact user, there is only link to admin.atlassian where I can add Billing admins.
However it did not affect my problem with billing being visible only for users with org AND billing admin rights. Time to raise a ticket i suppose.

Group = site-admins
Grants access to all applications, their administration features and org administration which includes managing users and bills.

Unfortunatelly that does not work. Users in site-admin roles cannot se our billing details :/
