How do I create a project?

How do I create a project? I would expect to be able to do it under Project but I can't. See pic. Also tried other modules.

@Troels Sebelin Welcome to the community. 

If you have the permission to create a project, you would see a button in the upper right-hand corner of the screen. You will need to ask your admin if you can have permission to create a project.
