This isn't true any any more - as you can see from the attached screen-shot there is now an archive option when viewing the projects in Atlassian Cloud
I don't think Cloud has an archiving option. Did someone setup an archived permission scheme hiding the project from users?
As an admin you should be able to see all projects by going to settings > projects

As @Mike said there is no archive available in cloud. It only for the data center version. If you're a JIRA admin and can't see a project when you view all projects then it isn't there. I would talk to whoever told you there are archived projects and ask how it was done.

We hide earlier few projects to avoid confusion. I like to browse issues from a hidden project. I can see project but not issues / defects in that project.
Help is highly appreciated.

If you can see the project, but not issues it sounds like an issue security scheme has been applied to the project.
