I'm not sure I understand the question.
From your question, I think you're struggling to install it on your Mac, but "can't install on local mac os" tells us nothing. Rather than look for another application (which may well not exist, and could easily hit exactly the same problems this one does anyway), you should look at what is wrong with this one. So what error are you getting and what installation docs are you following?

So I went to "~ / Library / Mail /" and created the directory "Bundles" and there copied "MacMailJIRA.bundle" file
