How can I give an excess to the external user (i.e user who is outside my organization) to a Team managed Jira Project?

Please tell me the steps.

Invite the user to the site.

Ensure that the user is added to a user group that grants Product Access but that is not used to grant access to specific projects in Jira.

That group may also need to be added to some Global Permissions in Jira, such a "Browse users and groups" if you want the user to be able to use the "@" mention functionality or see lists of users in user picker fields like Assignee.

Then in the Team Managed project, assign that user to a role.

Note that if you have other Team Managed projects in the same instance that have been set to Public or Limited access, the user would also be able to see those. The only way to prevent that is for all Team Managed projects to be set to Private Access, which then requires each of those projects to explicitly grant access to the users (or user groups) that need access to their project.
