Hide attachment from user

Hi 

From the time of the creation of the issue to delivering the reporter, all attachment must be hidden from reporter,when issue delivered to reporter(when closed) reporter can see attachment/s.

How Do this process?

This is not possible in Jira natively. We had a feature request for it but we closed it as we have no plans to implement this:
