Help me find an estimation tool (planning poker, agile poker) that my IT admins will approve

I work for a large (2,000+ people), budget-conscious organization where IT are the admins for our Jira instance.

My teams have been struggling with estimation tools, especially remotely. We've tried everything from pointing on fingers to cards to post-it notes to third party tools with little to no success.

The team wants to use a Jira-integrated tool for simplicity and reliability. I brought this up to IT and received this response:

In considering addons for Jira, we have to look at several things:
a) Must be supported by Atlassian
b) Must have a server version as well as a cloud version for eventual upgrade.
Based on a) and b), these is only ONE addon available:

and the cost to purchase is $6,500 with annual recurring maintenance fee of $3,250 after the 1st year.

Preferably, are there any Jira addons that are Atlassian-supported with server and Cloud versions at a more reasonable cost?

Alternatively, have you had success with any third-party tools? We'd been using PlanIt Poker and we keep getting duplicate people in the session, estimates don't always show up for the moderator after everyone's voted, and the team is generally frustrated by it (though the upside is, it's free).

I am answering here as the author of the Scrum Poker for Jira app that you were talking about. Please take into account that this app does not support Cloud instances. It is developed for Jira Server and has successfully passed the Data Center approval earlier this year.

This app is not for free but provides you with the seamless integration into Jira you and your teams are looking for with an interface that fosters interaction and discussion. More aput this app on the website: https://jira-scrum-poker.codescape.de/

There are other apps in the marketplace, too. Most have defined and found their own preferred way to provide teams with the functionality to estimate their work. Even I believe that my app does a very good job at this I would strongly advise to let some of your teams use the evaluation license and try out different apps to find the one that suits them best.

If it's still relevant I suggest trying Advanced Kanban & Agile Boards . Not just estimation, rather a a complete agile techniques set. Very simple yet powerful. Available for Cloud only though.

You mentioned you are working for a company that is "budget-conscious" and you are currently using a free solution during sprint planning / refinement.

Your company might actually save money by spending a bit on the right tool - given the tool you select manages to save time during planning.

You are working for a large company of 2000+ employees. Lets say 10%, 200 people take part in planning / refinement sessions on average each time. Let’s say Planning / Refinement meetings take on average 60 minutes every week. Let’s say a better solution would save 1 minute during these meetings - compared to your current solution.

Given these assumptions how much would your company save during one year?

200 planning users/week * 1 minute saving/meeting * 4 estimation meetings/month = 800 minutes saved / month

Which is: 800 minutes / 60minutes per hour = 13,3 hours saved /month
Which is: 13.3 hours/month * 12 months/year = 160 hours saved / year

Let's calculate how much money this would save yearly:

According to Clockify there are : 1757 working hours/year in the US
According to Statista.com the average tech salary per year is: $124.000
- $124k / 1757 hours = $70 / hour average salary
According to this study total cost of an employee is 1.25-1.40 times the base salary (taking taxes and benefits into account)

This means money saved each year

Excluding taxes and benefits: 160 hours saved/year * $70 = $11.200 saved/ year
Including taxes and benefits = $14.000 - $15.680 saved / every year

So given this, $6500 annual reccurring fee, on the right solution has the potential to pay back multible times every year!

The right solution is a key factor though.

If you just need something simple and remote-friendly, I’d look for tools that integrate directly via Jira OAuth and don’t require admin installs. One lightweight option worth checking is GoAgile.ai https://goagile.ai/ — it connects with Jira Cloud and adds a bit of AI support for faster, consistent estimates.

If you must stay on Server, the list is very short, but hopefully your IT team will consider hybrid or Cloud setups soon — most new tools focus there now.

For anyone landing here from a search, the OP solved this back in 2021, but the constraint is worth revisiting, because the answer has changed.

"Must have a Server version" can't be satisfied by anything today; Server reached end of life in February 2024. And if what your IT team actually wanted was assurance that your backlog and estimates don't leave your tenant, there's now a platform-level answer that didn't exist in 2020: the **Runs on Atlassian** badge. Atlassian grants it rather than the vendor claiming it, if any of the app's code ran outside Forge, the badge wouldn't be there. That tends to turn a security questionnaire into a glance at the listing.

Worth naming the irony: the free external poker sites teams often fall back to are precisely the case IT was worried about, your issues and estimates sitting on a third party's server under no agreement.

Caveat: Forge is Cloud-only, so if you're on Data Center this doesn't help you.

Disclosure: I build one of these apps FastPoker, so read this as interested. Several Forge estimation apps carry the badge and are worth comparing side by side.
