I used Jira Server version and could create a Filter for each team & Scum board. I don't think I have this option in Jira Cloud version.
If you are trying to get all of the backlog issues in one place for your teams to view, you could create a Dashboard and pull all of the backlogged issues together through a filter (for example, through the "Filter Results" gadget). You can also link to the Dashboard from the side panel on the left for each Project (or, of course just access it through the Dashboards drop-down).
You will need a way to identify the issues as backlogged. You can do that through Board settings, Columns, or some other identifier - like a custom field or labels. If you have the Backlog feature open on all of your Projects, then new issues will automatically go there - and you could assign the "Backlog" status through the Board management feature in project settings.:
The problem is, it will not assign "To Do" automatically when you drag it to the board. Someone would need to physically change the status at that time.
But that would be a way to have different statuses for "Backlog" and "To Do" without creating another column on your board. Then you could create a filter for "Backlog" status across multiple projects to create the dashboard view.
Any identifier would have to be changed manually (unless there's some way to do it through automation - for example, if it's always the case that some update is made to the issue right at the time it's moved from the backlog to the board, you could create that rule).

Multiple boards for a team-managed project is not available yet. Here is the suggestion to add that, which you may vote for/watch. In February Atlassian added a note indicating they do not expect to work on this for at least the next 6 months.
