Forms - allow access to fill out forms for users without access to the project but with an account I

The objective is to allow users of my account to fill out a form for a project to which I have not given access,

thus allowing a user of a marketing user to fill out an exemption request for an HR project without being part of it

That is not possible. The user submitting the form must have access to the project. It is stated in the documentation:

People who submit information via the form to your business project must:

• Have access to the project and permission to create an issue if it is a limited access form

• Have a Jira license if it is an open access form
