you need to ask internally your company to a JIRA Administrator.

Hello @Hanumath Sastry 

Welcome to the community.

The community will not be able to assist you with this type of request. 

External System Import is only available to Jira admins. Therefore, you need to ask the Jira Admin or Site Admin at your company to grant you Administer Jira Global permissions if you need to use the External System Import feature.
