Can you provide screen images that show your rule?
It seems that it must make use of a Create Issue action. If so, then the rule actor (specified in the Rule Details) must have the necessary permissions to create issues in the projects within the rule scope. Have you check the those permissions?

Yes, I have check project permission user have access to create.

What is the scope of the Rule? Is it a single project, multiple specified projects or global/all projects?
Who is specified as the Rule Actor on the Rule Details page?
To whom is the Create Issue permission granted for the projects?

It's a single project, other rules are working fine expect one rule.
Rule actor is project admin who created the rule.
Create Issue permission granted to Project admin,developers and users under this project

Has the rule already been saved once? Are you trying to save a rule after updating up?
Is the person receiving the error message the same person specified as the rule actor?
Have you used the Permissions Helper to confirm the required permissions are assigned available to the rule actor and the person trying to save the rule (if those are different people)?
